Specifications for Siding Repair

For those Homeowners who elect to use their own Contractor to complete siding repairs, the following specifications are enclosed. When the work is completed it must be approved and signed off on by Colin Devereux 570-956-7488. Colin is the BHHOA Inspector on this project. The cost is $50 to the Homeowner for the Inspection. The BHHOA recommends that you do not pay your contractor until the inspection is complete. If there the Homeowner does not get an inspection and their unit requires further repairs during the Siding Project; the additional repair work will be billed to the Homeowner at their expense.

Demolition of Siding

1. If needed to secure/repair siding, remove fascia boards and save for replacement

2. Removal of all damaged wood siding; full or partial board is acceptable.

3. Removal of existing felt vapor barrier. (if needed)

4. Remove any damaged dense foam insulation board. (if needed)

5. Inspect all exposed framework for water damage (notify community trust should any additional cost be incurred due to hidden defects) All damaged areas shall be photographed and submitted to the trust for approval. No payment for any additional cost and or repairs will be made without written approval from the community trust. (Unit # should appear in all photos.)

6. All waste disposal costs shall be incurred by the contractor.

7. While contractors are on the roof they shall use caution as to not damage roof shingles. Any damage shall be the responsibility of the contractor.

8. All work shall be limited to the cedar siding above the existing fascia boards.

Installation of Exterior Siding and Trim

1. Repair any framework damage that may be discovered as per line #5 of the Demolition of Siding

2. Re-Install dense foam board insulation.

3. Install 15# felt vapor barrier

4. Back prime or seal all siding before installation with approved product.

5. Install new siding as per industry standard practices.

6. Re-Install existing fascia or replace if damaged by removal. (Paint/Caulk as required)

7. Secure all ends of siding above fascia board on gable walls with (2) stainless screws (length as needed) and provide wood nailer between exterior wall studs as needed for attachment.

8. A final coat of approved sealer shall be applied to the exterior of replaced siding and trim.

9. Replace any damaged caulk joints above existing fascia boards.

10. All work shall be limited to the cedar siding above the existing fascia boards.


Material for Project

All materials shall be selected by the Trust with the advice of the Advisory Board as to maintain the existing cosmetics of the units. All materials shall be supplied by the successful contractor.

Warranty of Completed Work

As buildings are issued a certificate of completion, the date on the certificate shall be the start date of a one (1) year warranty. Work will be free from defects and conform to the requirements of the Contract Documents and standard construction practices. The Contractor shall be responsible for the cost of any materials to repair warranty claims. Any interior or exterior damage that would occur while under construction or a warranty claim during the warranty period shall be the responsibility of the contractor.

BLUE HERON HOMEOWNERS ASSOCIATION MINUTES
SEPTEMBER 9 2007 MEETING
President Tom Palangio called the meeting to order at 10:35 A.M.
There were 39 homeowners represented at this meeting

1. THE MINUTES OF THE PREVIOUS MEETING WERE APPROVED AS PRINTED.

2. THE TREASURER’S REPORT WAS APPROVED AS PRINTED.

3. TRUSTEE SEARCH COMMITTEE

a. Ed Vea reported that 30 banks have been contacted. Some want to manage our funds and appoint an on-site manager.
b. We did receive a proposal from Appletree. The Trustee Search Committee voted against this as it would be a conflict of interest.
c. Based on Legal Consul, we can assume the role of Trustee.
d. As of August 31, no checks have been written.
e. For us to move forward, we have to assume this roll.
f. We will have to write a new Trust Document. This will have to be approved by 2/3 of the Homeowners.
g. Our money will be staying at Mauch Chunk Bank and they will be paying our bills.
h. The Trust Document does not allow for an interim Trustee.
i. We will be getting a proposal from PMA to do some of the Trustee Duties.
j .Our Board and Advisory Committee will remain in place.
k. We will have to hire someone to do the Administrative Duties
l. Appletree will remain as our Property Management Company.
m. Insurance will remain in place.

Ted Kling made a motion to tally the votes. The motion passed
A recess was called.
The Meeting was reconvened.

4. RENOVATIONS/STAINING PROJECT Mike Delancy/Keystone Concepts

a. Mike Delancy presented a repair proposal. He said the two bedroom houses would be $900.00 and the three
bedroom would be $1600.00. He said he knows that some houses would not need that many repairs.
b. He will be starting Units 7-10 soon. The houses will be power washed and then stained. The decks will be done in
two different colors to see which looks better.
c. He will do the repairs to the houses this fall.
d. Fawn Court will be the first court to be stained.
e. Homeowners will be responsible for the cost of the repairs.
f. Each homeowner will receive an estimate.
g. 90% of the work is around the gables and loose boards.
h. Every house will be inspected by Collin Devereaux. He will charge the homeowner $50.00 for the inspection.
i. If the homeowner does his own work, Mike will inspect the house before he starts the power washing and
staining.
j. The houses will be power washed then the stain will be applied.
k. The total project will be completed over the next four years.
l. Mike Delancy is the owner of Keystone Concepts which has offices in Blue Heron and Pittsburg.
m. Mike will do an assessment of the houses to try to determine which houses or courts should be done first.
n. It may be possible to borrow the monies needed to complete the whole job. We have done this in the past.


5 APPLETREE—BRAD JONES

a The bears are becoming active again.
b. Snow is on the way. If you want your upstairs deck shoveled, call Megan at Appletree. The cost is $30.00.
c. Metrocast was digging up some of the paths. They do not have to re-stone the paths If any one has a problem,
call Brad.
6. Homeowner Concerns for Appletree.
a. Rowland Hauser said the people who pick the garbage are not getting all the garbage out of the bottom of the
cans.
b. Could the maintenance people pick up the overflowing garbage?
c. There use to be hasps on the garbage cans. They were removed because the bears were still getting into the cans.
They were destroying the cans in the process. Appletree will get a quote on new Trash cans.
d. Are we going to be patching the roads any time soon?
e. The culverts need to marked better.

7. NEW BUSINESS
a. There were 84 valid votes. 75 were in favor of BHHOA becoming the new Trustee. 9 were opposed.
b. Ron Materniak has 101 E-mail addresses. If you have not given him your e-mail address, please forward it to him.
This saves time and money.
c. We have a Blog site. Anyone can look at it. . We encourage everyone to register for the site. It is a good way to
be informed as to what is going on in the community.
d. The Fall Fest will be held on October 13th at the Mountains Edge.
e. Rowland Hauser suggested that we give Linda Snyder a gift for all her years of service to the community.
Callie Price will look into this matter.
f. People who rent their houses now have to get an Occupancy Permit from Kidder Township. The houses have to
be inspected by the Code Officer and then brought up to code before the permit is issued. Maybe we should ask
to see the Code.
g. Holiday Decorating will take place on December 1, 2007.
h. Thank you to Jim Nanovic for attending this meeting. We will be retaining his services in the future.
