BLUE HERON HOMEOWNERS ASSOCIATION MINUTES
JUNE 3, 2007
Acting President Tom Palangio called the meeting to order at 10:40 A.M.
There were 20 homeowners present at this meeting
1. THE MINUTES OF THE PREVIOUS MEETING WERE APPROVED AS PRINTED.
2. THE TREASURER’S REPORT WAS APPROVED AS PRINTED.
3. TRUSTEE SEARCH COMMITTEE
a. Ed Vea reported that 30 banks have been contacted. Nine responded, saying they are not interested.
The other 21 banks are still being interviewed. Some want to manage our funds and appoint an on-site
manager. The Trust Document is very strict as written, but there are certain parts which can be loosened.
To change the Trust, we need two-thirds majority vote of all homeowners. We want to sit down with
potential Trustees and attempt to come up with a plan to work with them within our present Trust.
b. Roy Miller informed us that it is becoming very rare to find a bank willing to manage real estate.
c. Michael Leader asked if there were any circumstances under which Mauch Chunk would stay on as
Trustee. Linda Snyder explained that it is a cost issue. At this time, Mauch Chunk is not making any
money. With the liability and the work they do for our community, they would have to triple their fee.
d. Jim Nanovic, our attorney, told us that we have to stay with the Trust Document at this point.
e. We need to form a contingency plan in the event that we cannot find a Trustee by August 31, 2007.
4. RENOVATIONS/STAINING PROJECT
a. This past Tuesday (May 29) we interviewed an inspector, Collin Devereaux, for the upcoming renovation
project. His phone number is 570-956-7488. His fee is $6300.00 for the project. He will be on-call
before, during, and after the project and will make sure it is correctly finished before signing off.
b. This past Friday (June 1) a Pre-bid Meeting was held. Eleven contractors attended. All bids must be sent
to Linda Snyder.
c. Ted Kling stated that problems exist above the rake board. The estimates should have been for this area
only. If the contractors find more damage, they can inform the homeowners. Mr. Devereaux could then
advise the homeowner if more work is needed.
d. Linda Sndyer stated that the original plan called for all the needed repairs to be completed before
the staining project begins.
e. Ted Kling made a motion to have the sealed bids delivered to Linda’s office and opened by Linda, Collin
Devereaux, and Tom Palanigo. The motion passed.
f. Ted Kling, Tom Palangio, and Mike Delancey stained the pumping station with Behr stain, recommended
by Ted at the Mountain’s Edge Meeting. Behr guarantees this product for 8 years. We invite all home-
owners to look at the station and tell us what they think. The bid package for the entire staining project
has not yet been developed. Hopefully, a sample pack can be done later this summer so we can see how
it weathers the winter.
5. TRUSTEE’S REPORT – LINDA SNYDER
a. We have $26,274.70 in the Operating Fund.
b. We have $397,424.47 in the Reserve Fund.
c. Anyone hiring his or her own contractor for the siding repair needs to have the proper permits and inspection fees
paid to Kidder Township.
d. Two units had the water turned off for lack of payment.
e. One unit has no insurance record on file
f. The Trustee has signed the Appletree Contract for the next fiscal year.
g. We cut back on mulching this year to limit expenses.
h. We had to pay $16,000 to Blue Ridge Realty for Big Boulder Drive
i. Ted Kling stated that when Blue Ridge decides to pave Big Boulder Drive, we should also look into
repaving our courts in order to save us money.
j. The question was raised of how the recently-spent $20,000 from Reserve was split. Linda replied that it
it was spend on the Z&Z estimate and the removal of trees around the community by Drop Zone.
6. APPLETREE—BRAD JONES
a. Blue Ridge Realty completed sewer line repairs.
b. We are in the process of planting trees around units #10 and #11. Landscaping will be limited this year
due to budget restrictions as per the Trustee.
c. We are in communication with Blue Ridge about Big Boulder Drive. It is scheduled for re-paving
in five years. In two years they are to have the back road open for construction vehicles.
d. Locust Ridge does the street sweeping.
e. Ed Vea made a motion for Appletree to give us documentation to prove we are receiving the services
listed in the contract. The motion carried. Brad stated that the records would be turned over to the
Trustee, as the contract is with the Trustee.
f. Security does not possess the right to stop cars at the Gatehouse; Big Boulder Drive is the property
of Blue Ridge Realty, not the Blue Heron Community. Every homeowner should display vehicle tags
for security purposes.
g. Appltree will receive a proposal to install cameras at each court’s entrance.
h. One homeowner requested that security walk around the houses.
7. NEW BUSINESS
a. Ed Vea will be establishing a blog site for this association. Anyone can go to this site and post a comment,
suggestion, or topic for discussion. The URL is http://bhhoa.blogspot.com.
b. It was decided at the Board Meeting that all future minutes will be distributed via e-mail. Anyone not
having such an address will receive them in the mail.
c. Ed Vea and Frank Krause will be working on the Fall Festival. Volunteers are to contact Ed.
d. A few of the homeowners want to know when they will be getting the things that were promised
at the Lake Club.
e. Michael Leader protests the decision to eliminate the wood shed in front of houses #7 and #8.
f. The following are the detailed paint specs for the exterior colors used in the 2002-2003 painting of the
of the Blue Heron Community. ICI Paint/Stain

g. Since there were no new nominations, the following officers were elected by acclamation:
