BHHOA - Sept 2008 Homeowner's Meeting Minutes

BHHOA HOMEOWNERS MEETING
September 14, 2008

President, Ed Vea, called the meeting to order at 10:35 a.m.

Sixteen homeowners attended this meeting.

President’s Report

From July 1 until August 30 we have spent $83,076.21 out of the Operating Budget or 25% of our annual budget. $161,335.50 was spent out of the Reserve Fund for the painting project. $75,348 was budgeted for the painting project for 2008. The reason for the increase is that Phase 1 and Phase 2 are being completed in 2008.

As of August 31 we have $165,127.91 in the Operating Fund and $318,341.86 in the Reserve Fund.

Three homeowners still owe 2007 homeowner fees. Fourteen homeowners still owe the first payment for 2008. All were sent reminder letters. Another letter will be going out September 15. The third notice will be sent by certified mail by October 15. Harvey Kantor suggested that we call the homeowners and try to work with them to pay these assessments. He volunteered to help with this project.

There are 30 homeowners that have not sent in their insurance certificate. They have all received the first letter requesting the document. After they receive a third letter BHHOA will purchase insurance for them at an increased price.

Community Services Report – Brad Jones

1. Firewood should be delivered around October 15. The sheds will be stained and painted before that date by Oliver Painting.

2. AMG recommended putting latches back on the trash cans to minimize the damage from bears.

3. Appletree will be making inspections of the pathways and stairs to see what needs to be repaired or replaced.

4. On October 1 Security will start fall hours.

5. The repairs to the dam have been completed. DEP will inspect this week. The valve is closed and the lake should start filling soon. The BB Ski Area takes 17 inches out of the lake during the winter months. Boats must be pulled by October 1. Kayaks will be available until November 1.

6. Questions from homeowners:

a. Harvey Kantor said that if we’re not happy with maintenance we need to allot more monies since 40 hours is not enough time to work around the property; Ed said the Board would look into this. Cleaning up of the property may become a Capital Project. We may schedule a community cleanup day. Services need to be bid out individually.

b. People had concerns about the Lake Mountain Club. The rules are given to the homeowners and some renters don’t follow the rules.

c. It was decided two years ago that we would not mulch around the houses. The large circle in Fawn Court and two other areas were mulched this year. Ed said that we need to look into the landscaping around the houses.

Siding and Staining Project Report - Joe Oliver

1. We have four more six-packs of houses to do. They will be done by the end of October.

2. All the doors have not been painted as he needs access to the unit to complete this job.

3. If you have any questions, call Oliver at 570-401-5027.

4. The stucco on the new units will get painted.

5. Harvey Kantor: Unit 69 is to the left of his unit. There are gapping holes around the doors. You can look into the unit. He was instructed to send a letter to the Board.

New Business

1. A question was asked about the restocking fish in the lake. Brad said that Appletree will do a fish study and then talk to Blue Ridge about it.

2. Appletree will look into planting some trees or installing a fence around the propane tank near the Lake Club.

3. Blue Ridge has bids for patching and paving of Big Boulder Drive. The cost would be approximately $650,000. Ed will check with Nanovic about the road agreements.

5. What is the status of renting the property to Silver Bullet Hunting Club? They have posted the road around the lake and are trying to stop people from using it. Lynn Noble stated that “in our covenants we have ability to access the Blue Ridge property.”

Pray for Rain - The Valve on the DAM is Closed

Of course we mean - rain on the weekdays only!

Please see the following note from Jim Ott:

Blue Ridge Realty Company staff has advised that they have closed the valve in the lake as of this morning. We will continue to check boats docked at the Lake Club facility daily and adjust as needed. Let's hope there is a few inches of rain in the forecast over the next week or so to help us out (of course, it needs to rain at night).

We did take advantage of the lake lowering to remove debris, stumps, and rocks in the areas of Lake Club use. Our office staff is apprised of the information in the event we have further calls. We thank you for your support during this unexpected lake/dam maintenance period.
